The New York State Senate recently passed Bill S1783A, which establishes a Bill of Rights for residents of long-term care facilities who identify as lesbian, gay, bisexual, or transgender, as well as individuals living with HIV. This legislation marks a significant advancement in ensuring equal rights for LGBTQIA+ people and HIV patients in long-term care facilities.
The Bill of Rights aims to eliminate discrimination based on sexual orientation, gender identity, or HIV status and mandates training for long-term care facility staff on delivering culturally appropriate care to LGBTQIA+ people and those living with HIV. Furthermore, it deems it unlawful to deny or restrict appropriate medical care to residents who are LGBTQIA+ and those living with HIV.

A survey conducted by the National Center for Transgender Equality, found that 19% of transgender individuals experienced mistreatment in a medical setting, including care denial by a doctor or other provider, due to their transgender or gender non-conforming status.
